Cynthia Smith is Vice President of Business Development at Situation Management Systems, Inc. (SMS). Cynthia has more than 30 years of successful sales and business development experience in the human resource and people development space. With a unique ability to connect with people that builds lasting, trusting relationships, her partners and customers know that Cynthia will always deliver the solution that best meets their needs.
With endless energy and enthusiasm, Cynthia has served the private and public sectors, sold to Fortune 500 and small businesses, and worked with executives and management to develop strategic plans for their training curriculums. Cynthia has led SMS business development and sales for over 20 years, successfully and continuously delivering on its revenue goals, including individual contracts worth $1M. She has supported product development and been the owner of the promotional strategies and SMS’ tradeshow activities. Applying a product development process called “Concept Development” learned at Proctor & Gamble, Cynthia has contributed to the development of SMS products.
Cynthia is active in her local area supporting the local business community. She is the President at the non-profit Greater Beltsville Business Association. She brings visibility to the issues in her community and supports small business growth. As Co-Chair of Communications, she helps market GBBA through flyers and events and by developing an online presence for the association.
Cynthia studied at and received a scholarship at The George Washington University.

Co-Owner, VP of Sales and Marketing
Cynthia Smith is an owner and Vice President of Sales and Marketing. Over the past 19 years, she has become a skilled trainer, contributed to product design and customization, spearheaded the marketing plan for both the private and public sectors, and managed several major accounts including The American Federation of Teachers, Armstrong World Industries, Pfizer, Inc., Department of Labor, NASA, and McCormick and Company.
Her commitment is to meet and exceed all client expectations and provide training interventions that meet the needs of the organizations and individuals who use SMS products.
CFO and Treasurer
Richard Malouf is the CFO and Treasurer for both SMS and LMA as of July 1, 2001. Richard graduated from the University of Lowell in 1977 with a BS degree in Finance. He graduated from Bentley College in 1988 with a Masters in Accounting.
Richard was employed in accounting management positions in various companies including Techex, Inc., ISS Energy Services, Inc, Sodexho, Inc and EMC Corporation. He was most recently employed by Techex Inc as CFO.
